According to Romanian legislation (Law no. 248 of 2005 regarding the free movement of Romanian citizens abroad), Romanian citizens under 18 years old can travel abroad only accompanied by both parents or by a single parent/adult, and carrying the necessary documents (identity card or passport, notarized statement from the parent who will not be traveling, and the accompanying adult's criminal record if they are not one of the parents).
